ANALYSIS ON JAVA AND BALI’S ENFORCEMENT OF LIMITATIONS ON COMMUNITY ACTIVITIES (ECLA) IN HANDLING COVID-19 SPREAD IN INDONESIA
Abstract
After one and half year pandemic COVID-19 in Indonesia, it appears that community transmission still occur. The central and regional government of Indonesia are implementing various regulations, policies, and protocols to handle the COVID-19 Pandemic. One of the policies that implemented is ECLA (Enforcement of Limitations on Community Activities) or locally known as Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) in Java and Bali to limit social mobility. The objective of this research is to analyse the Java-Bali ECLA protocol implementation in handling COVID-19 transmission cases from the aspect of policy implementation. This research uses a qualitative approach by using a descriptive analysis method. The data collection technique used in this study is a literature review to government policies, journal articles, online news articles, authoritative institute websites, and reports from social organizations and community groups. The research has shown that the Java-Bali ECLA policy implementation has been lacking in giving a significant impact in a short term to suppress the number of COVID-19 cases. In its implementation, Java-Bali ECLA application does not run accordingly to the essence of the implementation, which is to act strictly and consistently. However, looking at the general developments in the long term, this intervention has succeeded in showing four indicators that is established: a decrease in active cases; recovery rates going up, death rates slightly decreasing, and the occupation rate of hospital beds decreasing. In conclusion, this study found that the Java-Bali ECLA protocol is effective but lacking in giving a significant effect in decreasing the rate of COVID-19 transmissions. From that conclusion, this study recommends the need for a renewal in enforcing the ECLA protocols such as increasing coordination with the central and regional governments, creating regional economic stability, developing information and technology, and implementing a strict law enforcement to those who violates these protocols.
